1 normal user download group: users when "威望" = 0 ，download speed 15KB/S , only 1 session，max online 50 users
2 middle user download group: users when "威望" >= 1 ，download speed 50KB/S , speed & session up with the "威望" credit.
3 high user download group: all admin group member，speed at 500KB/S


user group limit：（"威望" >= 1）

when "威望" = 0，allow all list，download 15KB/S only 1 session，kick out the FTP server every 60 minutes.
when "威望" = 1，allow all list，download 50KB/S only 1 session
when "威望" = 3，allow all list，download 80KB/S only 2 sessions
when "威望" = 5，allow all list，download 100KB/S only 2 sessions
when "威望" = 9，allow all list，download 200KB/S only 2 sessions
