和我的情况一样，也是连接至验证密码时出现“[R] Connection failed (Connection timed out)”错误，我是电信ADSL。
另，我连接FTP1和FTP2都没有问题，只有FTP3才会这样子。
当时连接信息如下：

[R] Connected to chinaemu.org

[R] 220-If you do not have access to this server
[R] 220-Please disconnect now

[R] 331 Password required for www.chinaemu.org .
[R] PASS (hidden)
[R] Connection failed (Connection timed out)
[R] Delaying for 120 seconds before reconnect attempt #1
